Investigators have arrested Kenneth Gaspard, 68, Baton Rouge and charged him with 1 count each of Pornography Involving Juveniles Under the age of 13 and Pornography Involving Juveniles, both felony charges.
According to an affidavit of probable cause, investigators with the Louisiana Bureau of Investigations received several tips on August 6th, 2019 from the National Center for Missing or Exploited Children (NCMEC) containing information regarding the possible distribution of child sexual abuse images in violation of LRS 14:81.1, Pornography Involving Juveniles.
The report stated that a Yahoo user with the name “JJ CC”, using an AOL email address linked to a mobile phone number, later found to be registered to Gaspard, uploaded several images of child sexual abuse on July 17, 2019. The affidavit was not clear on whether the images were sent via email or uploaded to a website. Investigators observed the images and noted in the affidavit that they were images involving toddler erotica and prepubescent teen erotica with genital exposure.
On August 6th, 2019 investigators submitted a duces tecum subpoena for the subscriber information belonging to the IP address that was used to upload the images. On August 8th, AT&T responded to the subpoena identifying the physical address, associated with the IP address in question, as the home address of Gaspard in South Baton Rouge. A further open-source search on spokeo.com linked the cell phone number from the original NCMEC tips to Gaspard along with his home address.
Gaspard was transported to EBR Parish Prison where he is currently being held in lieu of $50,000 bond.
